      Ensures access of racial and ethic minorities to the benefits of the educational and human services community, both as providers and consumers of these services.

      Directs the secretary to purchase services from and contract with community-based, nonprofit minority organizations whenever appropriate and feasible.

      Directs the development of counseling and career development programs.

      Encourages programs for the recruitment and training of paraprofessionals.
