      Promotes the development of a central filing system and encourages private businesses to provide for expeditious discovery of liens and security interests in farm products.

      Directs the department of licensing to provide field training sessions on the utilization of the filing system.

      Requires a report on the implementation of the act in December 1991 and in December 1992.
