      Promotes the development of a central filing system and encourages private businesses to provide for expeditious discovery of liens and security interests in farm products.

      Directs the department of licensing to provide field training sessions on the utilization of the filing system.

      Makes an appropriation of one hundred six thousand dollars to carry out the purposes of the act.
