      Authorizes the exemption if the facility is operated by a nonprofit corporation and at least fifty percent of the board of directors are members of the ethnic minority.

      Requires the department to establish a pool of 250 nursing beds to serve the special needs of ethnic minorities.

      Provides for an initial award of 100 beds.

      Provides that the act shall be null and void if appropriations are not approved.
