(DIGEST OF PROPOSED 1ST SUBSTITUTE)

      Requires vessels to display a tax identification decal.

      Directs the department of revenue to collect all ad valorem taxes and all applicable interest and penalties as described by the act.

      Makes an appropriation of one hundred thirty-seven thousand dollars to carry out the purposes of the act.

      Takes effect January 1, 1993.
