      Provides a procedure for determining values of property for tax assessment purposes.

      Authorizes taxpayers to request reassessment of the property.

      Provides for reimbursement of taxing districts for lost revenue from the state general fund, and establishes a method for computing the amount.

      Takes effect if a proposed constitutional amendment is approved by the voters.
