      Requires a meaningful notice and opportunity for mobile home park tenant organizations to purchase the mobile home park where they reside in the case of a sale.

      Requires a meaningful notice and opportunity for mobile home park owners to purchase mobile homes located in their park in the event of a sale.

      Provides that a failure to comply with the requirements may make any sale voidable upon application to a superior court.

      Authorizes the department to make loans from the mobile home park purchase fund to resident organizations for conversion costs.

      Specifies eligibility requirements for the loans.

      Makes an appropriation of ten million dollars to carry out the purposes of the act.
