      Revises provisions relating to domestic relations.

      Directs the family court to give priority to proceedings involving children.

      Provides a funding mechanism for family courts and family court services.

      Revises procedures for wage assignments.

      Allows military personnel an opportunity to retroactively modify their support orders for the time period they were on active duty.

      Requires the judge to specify in writing the reason for denying a party's request for a deviation.

      Adopts an economic table.

      Specifies standards for child support schedules, for allocation of obligations between parents, for determination of income, and for establishing lower and upper limits on child support amounts.

      Revises enforcement proceedings.

      Repeals provisions of chapters 26.12 and 26.19 RCW.
