      Revises early childhood education provisions.

      Establishes a fair start program to provide prevention and intervention services at the elementary school level.

      Establishes the commission on student learning and the reach for excellence program.

      Provides for interim waivers of the basic education requirements.

      Repeals RCW 28A.320.210 and 28A.230.110.

      Amends basic education requirements, effective 1997.

      Expands the power of school board directors.

      Directs a joint legislative study of the current system for the preparation of teachers and administrators and the requirements for initial and continuing certification.

      Revises requirements for teacher provisional status.

      Provides for local education program enhancement funds.

      Revises excess levy provisions.
