      Reduces the population requirement for a county to have a law library.

      Revises the membership of the law library board of trustees.

      Declares that residents of counties with a population of three hundred thousand or more shall have free use of the law library.

      Authorizes an increase in the fees collected for the support of a law library.

      Repeals RCW 27.24.050, 27.24.060, 27.24.063, 27.24.064, and 27.24.065.
