                      (DIGEST OF PROPOSED 1ST SUBSTITUTE)

 

      Designates the higher education board as the lead agency in the development and completion of a study to determine the effect of financial need on the higher education choices of Washington residents.

      Provides for an advisory committee.

      Designates the desireable elements to be considered by the study.

      Requires a report by December 15, 1992.

      Limits the overhead costs of the study to a maximum of fifteen percent.

      Makes an appropriation of two hundred thirty-two thousand dollars to carry out the purposes of the act.

      Provides that the act shall be null and void if appropriations are not approved by June 30, 1993.
