      Clarifies the authority of the board of accountancy with respect to the activities of persons holding certificates under chapter 18.04 RCW.

      Increases the membership of the board from five to seven.

      Authorizes the board to review the publicly available professional work of licensees on a general and random basis.

      Revises the educational and testing requirements for licensees.

      Establishes procedures for the granting of a license to a holder of a license issued by a foreign country.
