      Requires the director of personnel to provide a plan, by June 30, 1993, for the development of a child care program that includes objective, quantifiable, and measurable standards and goals to be achieved.

      Authorizes suitable space for child care centers to be provided to nonprofit organizations of state employees without charge, or at reduced charge, for rent or services solely to reduce employee child care costs.

      Encourages the development of partnerships between state agencies, state employees, and private employers to expand the availability of affordable quality child care.

      Increases the membership of the child care coordinating committee.

      Establishes a state employee child care advisory subcommittee.
