(DIGEST OF PROPOSED 1ST SUBSTITUTE)

      Provides for financial and technical assistance to local governments, public and private nonprofit organizations, and eligible growers who will provide housing for migrant or seasonal farmworkers.

      Enhances flexibility in the use of federal assistance and funds in the provision of housing.

      Creates a farmworker housing assistance trust fund.

      Requires the department to make public announcements of a grant and loan application period of at least ninety days' duration.

      Directs the state building code council to develop construction and energy code standards for housing construction.

      Makes an appropriation of five hundred thousand dollars to carry out the purposes of the act.
