      Requires county auditors to develop a registration process and collect an annual fee not to exceed ten dollars.

      Requires the county auditors to maintain a register of process servers and assign a number to each registrant.

      Establishes conditions for the collection of costs for service of process.

      Does not modify Superior Court Civil Rule 4.
