      Requires each county or city with a transfer station or landfill to adopt an ordinance by January 1, 1993, to require the operator of any vehicle transporting solid waste to cover the waste in a manner that will prevent spillage.

      Authorizes a fee on vehicles without a cover based on the size of the load.
