      Prohibits an employer from ordering a business closure or employee layoff until the end of a sixty-day period after written notice to employees and public officials.

      Provides penalties for a violation of the requirement.

      Designates situations when the notice may not be required.

      Specifies the responsibilities of the state displaced worker unit.
