HB 2452 - DIGEST

      Expands the authority of the department of ecology to regulate the drilling, operation, and maintenance of wells in the interest of sound management of the ground water resource.

      Revises the requirements for a water well construction operator's license.

      Establishes the requirements for a resource protection well construction operator's license.

      Authorizes the department to delegate the authority to administer portions of the water well construction program to local governing bodies.

      Requires the department to initiate a pilot project for identifying and tagging existing wells.

      Revises the penalty provisions of the well construction program.

      Provides for the appointment of a technical advisory group.
