      Creates a government accountability task force.

      Directs the task force to facilitate and coordinate the development of a state-wide program accountability system.

      Directs the office of financial management to prepare a plan for the establishment of a strategic planning process for many of the key functional areas of state government and to develop a state-wide program evaluation system.

      Directs state agencies to establish goals and objectives for each major program in its budget.

      Requires appropriation proposals to specify goals, objectives, and desired outcomes.

      Revises provisions for the state investment board and directs it to prepare an investment plan every two years beginning January 1, 1993.

      Provides that the act shall be null and void if appropriations are not approved.
