      Revises the membership of the Washington state commission for efficiency and accountability in government.

      Directs the commission to facilitate and coordinate the development of a state-wide program evaluation system.

      Repeals section 1, chapter 53, Laws of 1991 (uncodified) and section 6, chapter 480, Laws of 1987 (uncodified).

      Directs the governor to prepare a plan for the establishment of a strategic planning process for many of the key functional areas of state government.

      Directs the state auditor to conduct performance evaluations of state agency programs.

      Directs state agencies to establish goals and objectives for each major program in its budget.

      Requires appropriation proposals to specify goals, objectives, and desired outcomes.
