      Requires school districts, educational service districts, and their contractors to require a criminal record check, including a fingerprint check, before hiring an employee.

      Authorizes a waiver for any applicant who has had a record check within the two years before application.

      Authorizes the superintendent to initiate investigations of alleged violations of the act.

      Creates the fingerprint identification account.

      Places restrictions on the acceptance of fingerprints by the state patrol if records are retained after completion of the background checks.
