      Establishes the commission on student learning.

      Revises provisions for interim waivers of basic education requirements.

      Repeals RCW 28A.320.210 and 28A.320.200.

      Revises the basic education amendments.

      Revises the powers of the school board.

      Revises high school graduation requirements.

      Directs the governor's council on education reform and funding to submit its proposed student learning goals by December 1, 1992.

      Requires the state board of education to study the current requirements for the certification of teachers and administrators and submit a report by December 1, 1992.
