      Establishes the commission on student learning.

      Provides for technical advisory committees.

      Directs the superintendent of public instruction to provide technical assistance in curriculum development, instructional strategies, assessment of student performance, and program evaluation.

      Revises provisions for interim waivers of basic education requirements.

      Repeals RCW 28A.320.210 and 28A.230.110.

      Revises the basic education amendments.

      Revises the powers of the school board.

      Revises high school graduation requirements.
