      Creates the senior environmental corps in the department of community development.

      Designates the goals of the corps.

      Authorizes the department to convene a senior environmental corps coordinating council.

      Requires all volunteer activity to be performed under the terms of a written master agreement approved by the council and the attorney general.

      Designates the powers and duties of state agencies to assist the senior corps.
