      Amends RCW 35.92.105 to authorize the issuance of revenue bonds, warrants, or other evidences of indebtedness to finance programs for the conservation of water, as well as for the energy conservation programs previously authorized.

      Authorizes counties to defray the costs of financing programs for the conservation of municipal water.

      Authorizes counties to assist users of municipal water to install conservation equipment.
