      Creates an agency of state government to be known as the Washington health services commission.

      Designates the powers and duties of the commission and its chair.

      Requires a uniform benefits package to be provided through certified health plans and specifies the requirements to be eligible for certification.

      Establishes conflict of interest standards for providers.

      Directs consideration of the reports of the health care cost control and access commission.

      Prohibits improper queuing.

      Establishes conditions for a state health services budget.

      Requires the commission to determine the most effective and cost efficient methods of financing the uniform benefits package.

      Designates long-term care provisions.

      Provides a health service rationing policy.

      Directs the legislative budget committee to make studies and evaluations of the program.

      Provides for insurance reform.

      Makes modifications to the basic health plan.

      Repeals RCW 43.131.355 and 43.131.356.
