      Prohibits discrimination against families with children.

      Authorizes actions for preliminary relief to enjoin the unfair practices.

      Prohibits discrimination against a physically disabled person who requires the use of a trained guide dog.

      Revises the authority of administrative law judges to issue orders for the relief of persons subjected to acts of discrimination.
