      Creates the employment security reserve fund for deposit of a reserve tax imposed on all covered employers required to pay under RCW 50.24.010.

      Establishes a schedule of contributions rates.

      Creates the state job training trust fund for deposit of any interest earned from investment of the employment security reserve account moneys to be used to train and retrain adults who need to learn vocational skills.
