(DIGEST AS ENACTED)

      Prohibits a city, county, or port district in a county in the western part of the state with a population of one hundred fifty thousand or more from constructing a runway of one thousand or more feet before the air transportation commission has submitted its final report to the legislative transportation committee.

      Establishes additional factors to be considered by the air transportation commission.
