      Authorizes two or more contiguous counties to establish a regional transit authority to develop and operate a high capacity transportation system.

      Specifies procedures for the formation of the regional transit authority.

      Designates the governing board membership.

      Designates the powers and duties of the authority.

      Limits bonding indebtedness for the regional authority.

      Authorizes the formation of local improvement districts.

      Revises existing transit system provisions.

      Establishes the Puget Sound regional transportation council, designates its membership, and designates its powers and duties.

      Requires the development of a regional transportation plan.

      Provides for advisory committees for the council.

      Declares that the council shall assume the responsibility for the metropolitan planning function within the region under 23 U.S.C. sec. 134

      Specifies the conditions for funding.

      Directs the council to annually evaluate local comprehensive plans and transportation plan elements for consistency with each other.

      Restricts port district levies for transportation plans unless there has been a finding of consistency.
