HB 2615 - DIGEST

      Authorizes the boards of regents and boards of trustees of the state institutions of higher education to engage in collective bargaining with the exclusive bargaining representatives of their employees.

      Declares that employees have the right to self-organization, to bargain collectively through their representatives, or to refrain from such activities.

      Imposes duties on an established exclusive bargaining representative.

      Provides for dispute resolutions.

      Prohibits unfair labor practices for employers.

      Provides for mediation and arbitration procedures.
