      Requires all diversions that are unscreened to be screened within four years of the effective date of the act.

      Requires the department of fisheries to conduct an inventory within four years to determine whether fish screen standards comply with RCW 75.20.040.

      Requires all water diversions from the Columbia or Snake rivers and their tributaries to be equipped with devices to measure instantaneous and seasonal water flows.
