      Directs the departments of fisheries and wildlife to develop habitat management practices in agriculture and range activities to preserve, protect, and perpetuate wildlife and fish.

      Requires the commissioner of public lands to manage agricultural and grazing lands in a manner that does not damage riparian-associated wildlife or salmonid habitat.

      Requires Washington State University to make fish and wildlife habitat protection options and techniques available to agricultural and range managers.
