      Removes the exemption for screening for certain water diversions previously authorized by RCW 77.16.220 and requires screening within four years of the effective date.

      Requires a study of whether water systems with a capacity to divert one or more cubic feet of water from the Columbia or Snake rivers should be screened.

      Requires the department of ecology to perform an identification of whether and how rate structures could provide an incentive to water users to conserve water.

      Requires water purveyors, by October 1, 1993, to evaluate whether it is appropriate to adopt delivery rate structures that encourage water conservation.

      Establishes a list of priorities for evaluation and implementation of minimum flows in basins with declining stocks of wild salmonids.
