      Directs the governor to appoint a fish and wildlife education council or use the council on environmental education to raise and distribute funds for the purpose of providing environmental educational programs and projects in fish and wildlife preservation to public and private elementary and secondary schools.

      Provides that the duties shall not commence until funding is available.
