      Regulates contracts by charitable organizations with a commercial fund raiser for any fund raising service or activity.

      Requires all charitable organizations and commercial fund raisers to register with the attorney general, not the secretary of state.

      Revises disclosure requirements for charitable organizations and commercial fund raisers at the time solicitations are made.

      Prohibits the claim of law enforcement or fire fighter support for the solicitation unless properly authorized and makes a violation a class C felony.

      Authorizes the attorney general to conduct investigations into the conduct of any group registered to make solicitations, and to assess civil penalties where appropriate.

      Repeals RCW 19.09.078.
