      Requires the department to implement a comprehensive sludge management program.

      Provides that local governments may prohibit, on a permit-by-permit basis only, the use or disposal of sewage sludge that meets standards established by the act.

      Requires agencies and private entities to establish beneficial uses for municipal sewage sludge.
