      Establishes the fair start program to assist school districts in providing prevention and intervention programs for elementary grade students.

      Requires the districts to encourage the participation of community-based public or private human service providers.

      Authorizes the inclusion of primary intervention program models, children's mental health delivery systems, or a family support worker model.

      Requires biennial reports on the operation of the program.
