      Directs the higher education coordinating board to develop a comprehensive system of higher education financial assistance to be known as college promise.

      Establishes funding goals for needy undergraduate students.

      Requires the board to adopt an estimate of the amount of funding needed for the state's student financial aid programs.

      Establishes goals for administration of the state student financial aid program.

      Requires institutions of postsecondary education to match state financial aid funds with grant funds from private sources.

      Revises building fees for each academic year.

      Repeals RCW 28B.15.065 on June 30, 1993.

      Makes an appropriation of one hundred thousand dollars to carry out the purposes of the act.
