      Makes exemptions and waivers from fees and tuition permissive, not mandatory.

      Revises minimum and maximum tuition fees.

      Creates the higher education operating fee fund.

      Establishes a table for maximum amount of waivers allowed.

      Directs the higher education coordinating board to develop a comprehensive system of higher education financial assistance to be known as college promise.

      Establishes funding goals for needy undergraduate students.

      Requires the board to adopt an estimate of the amount of funding needed for the state's student financial aid programs.
