HB 2739 - DIGEST

      Requires full compensation to be paid to an owner whenever private land is designated as a wetland, open space, or other public benefit property, if the designation prohibits or restricts the use of the property.

      Establishes a formula for compensation.

      Requires the costs of studies, plans, and reports on property being considered for designation as public benefit property to be paid by the governmental entity.
