      Provides for interim standards for pilot projects by July 1, 1992.

      Requires the department of health to develop standards by August 1, 1993, for the use of reclaimed water for industrial and commercial uses and the department of ecology to develop standards for land applications of reclaimed water.

      Provides for pilot projects and an advisory committee to assist in developing standards.

      Requires a report on any resulting savings of water usage.
