      Creates a biotechnology review board.

      Prohibits the sale or release into the environment of a genetically engineered organism unless a permit has been issued by the board.

      Establishes fines and penalties for improper releases.

      Requires notice prior to release of an organism.

      Makes an appropriation of one hundred ten thousand dollars to carry out the purposes of the act.
