      Requires the public records subdivision of chapter 42.17 RCW to be liberally construed to promote the public policy of ensuring that the people are informed as to the operation of the government.

      Requires timely response to requests for public records.

      Provides for court action to enforce the provisions of the act.

      Directs the attorney general's office to publish a pamphlet explaining the provisions of the public records section.

      Creates a joint select committee to examine five specified issues and report to the legislature by January 1, 1993.
