HB 2876 - DIGEST

      Requires the public records subdivision of chapter 42.17 RCW to be liberally construed to promote the public policy of ensuring that the people are informed as to the operation of the government.

      Directs the attorney general's office to publish a pamphlet explaining the provisions of the public records section.

      Urges the creation of an agency to address electronic data issues.

      Directs the state institute for public policy to conduct an in-depth review of the current exemptions of records from public disclosure.

      Requires the governing body of a public agency to make an agenda available to the public no later than seventy-two hours prior to holding a regular meeting.

      Requires minutes of meetings to be open to public inspection and copying.

      Repeals RCW 42.32.030.
