HB 2903 - DIGEST

      Creates a nonprofit entity to be known as the Washington residents health care reinsurance pool to serve as a stop loss for claims that exceed twenty-five thousand dollars in any one year.

      Requires issuers of small business coverage to participate in the pool.

      Establishes procedures to determine premium rates.
