(DIGEST OF PROPOSED 1ST SUBSTITUTE)

      Declares a policy that state agencies shall refrain from asserting any form of regulatory jurisdiction over federally owned or licensed hydro projects.

      Exempts hydro projects made subject to state jurisdiction by Congressional act.

      Authorizes the state to review and comment on plans submitted to the federal energy commission.

      Extends the date for recommendations for a state comprehensive hydropower plan to July 1, 1992.
