(DIGEST AS ENACTED)

      Encourages public and private agency cooperation in the development and implementation of a world class technology transfer program.

      Revises the functions and duties of the Washington technology center as specified in RCW 28B.20.285.

      Provides for a board of directors to administer the technology center.

      Requires the facilities of the center to be made available to other institutions of higher learning.
