      Authorizes early retirement for persons meeting the criteria if they retire no later than August 31, 1992.

      Directs the state actuary to study the actual utilization of the offered early retirement for a report by December 31, 1993.

      Directs the department of personnel to prepare information encouraging individual financial planning for early retirement.

      Designates payment options for school district employees who established attendance incentive programs.

      Prevents persons retiring pursuant to the act from being hired on a personal service contract.
