      Establishes the manufactured housing transaction recovery fund for deposit of fees on manufacturers, dealers, and installers.

      Establishes procedures for an action for damages by a buyer of a manufactured home.

      Declares a judgment debtor to be liable for repayment in full for the amount paid from the fund to a buyer.

      Requires warranties from manufacturers and installers.
